About the project

In 2011. Republic of Serbia ratified the European Landscape Convention and pledged to recognize landscapes in law and thus joined the group of 38 countries that have implemented this Convention. The main objective of the European Landscape Convention is the protection, attention (maintenance) and planning of landscape, so as organization of European cooperation on issues of landscapes, and the legal and strategic frameworks related to this topic can be identified in the following documents: Law on spatial planning of Republic of Serbia 2011–2010 (Official Gazette of the Republic of Serbia, no. 88/10); The Law on nature protection (Official Gazette of RS, no. 36 /2009, 88/2010 and 91/2010); The Law on environmental protection (Official Gazette of RS, no. 135/2004, 36/2009, 36/2009 - other Law and 72/2009 -other Law), in Article 34; Draft Law on Spatial Planning and Construction, in Article 2.

Regional economic development agency for Sumadija and Pomoravlje in cooperation with the Ministry of Agriculture and Environmental of the Republic of Serbia on 01.03.2015. started realization of the project entitled „Improvement of the capacities of Sumadija and Pomoravlje region for the implementation of the European Landscape Convention“ after the Rule book on the criteria for landscape identification of the Republic of Serbia was drafted and adopted in 2014, and the method of evaluation of their significant and characteristic features.

About the territory:

The territory of Sumadija and Pomoravlje is located in the central part of Serbia, between large rivers Sava and Danube in the north, Velika Morava in the east, Zapadna Morava in the south and Kolubara in the west. Sumadija and Pomoravlje region consists of small landscape units: Temnic, Levac, Gruza, Belica, Lepenica, Jasenica, Takovo, Kacer, Kosmaj, Belgrade and Smederevo Danubian.

The total area of the region is 5001km2, which is 5.6% of the total area of the Republic of Serbia. On this territory, according to the latest official census, conducted in 2011, live 507844 inhabitants and an average population density is 101 inhabitants / km2. Part of the population of Sumadija and Pomoravlje territory in the total population of Serbia is 7%.

Region of Sumadija and Pomoravlje in its composition includes two districts Sumadija and Pomoravlje. Sumadija district consists of the city of Kragujevac and six municipalities: Arandjelovac, Batocina, Lapovo, Knic, Raca and Topola. The total area of Sumadija district is 2387 km2 of which 835 km2 is territory of the City of Kragujevac, which is also the largest city of the region. In Sumadija district live 293308 inhabitants, while the average population density is 123 inhabitants / km2.

Pomoravlje district includes the city of Jagodina and five municipalities: Despotovac, Paracin, Rekovac, Svilajnac and Cuprija. With total area of 2617km2 and 214536 inhabitants, average population density in Pomoravlje district is 82 inhabitants / km2.

The City of Kragujevac is the largest city in Sumadija and Pomoravlje region, and it also represents the administrative, economic, cultural, educational and health center of the total region of Sumadija and Pomoravlje and Central Serbia. It is located in the central part of Serbia and the region of Sumadija and Pomoravlje, 140 km southeast of Belgrade.

Main goal of the project:

Contribution to the preservation and protection of the landscapes on Sumadija and Pomoravlje territory.

Specific objective of the project:
Identitcation and assessment of landscapes in Sumadija and Pomoravlje territory and the creation of mechanism for strategic management and preservation of landscape quality in accordance with the Landscape Convention.

Activities to be implemented within the project are:

  • Foundation of the expert team for the implementation
  • Identification of data sources
  • Preparation of backgrounds and thematic maps - defining the characteristic features/ attributes, preparation of thematic  landscape maps (TLM), separation of landscape description units (LDU), overlapping of LDU physical characteristics with cultural characteristics, design of preliminary LDU maps and TLM and description of the separated LDU
  • Data processing
  • Preliminary identification of landscape description units, defining of LDU map and thematic landscape maps
  • Collecting data from the field - field visits
  • Final valorisation of the collected data and valorisation of the condition and sensitivity of 2 types of landscapes
  • Selection of landscape types for data entry in the database
  • Data entry in spatial database - development of database
  • Web portal design
  • Promo video "Horizons of Šumaija and Pomoravlje" with more than 300 photos
  • Organization of workshops and the final conference of the project

The project will serve as a model for improving of other districts capacities in the Republic of Serbia for the implementation of the European Landscape Convention, in order to implement activities for identification of landscapes by the same principle.
